Mrs Justice Kelyn Bacon, President of the UK Competition Appeal Tribunal
The Honourable Mrs Justice Kelyn Bacon DBE read Law at Merton College, Oxford, including a year studying at the University of Konstanz in Germany. After completing her degree, she returned to Europe to study at the European University Institute in Florence, where she obtained an LLM in European Law.

 

Mrs Justice Bacon was appointed as a Justice of the High Court in October 2020, assigned to the Chancery Division. From February 2022 to February 2025 she was the President of the Upper Tribunal, Tax and Chancery Chamber, and she was appointed as President of the UK Competition Appeal Tribunal in May 2025.

 

Before her appointment to the bench, she was a leading barrister specialising in competition law, EU law, and public and regulatory law. She was called to the Bar in 1998 and took Silk in 2014. Throughout her career at the Bar, she appeared in numerous landmark cases before the Competition Appeal Tribunal, the High Court, the Court of Appeal, and the Supreme Court, as well as the European Courts in Luxembourg. She is an Honorary Fellow of Merton College, Oxford, and a Bencher of the Inner Temple.

 

Mrs Justice Bacon is the editor and principal author of three successive editions of European Union Law of State Aid (Oxford University Press), which the publisher describes as “the only fully comprehensive and practical analysis of the legal aspects of State aid in the EU.” In 2012, she co-founded the UK State Aid Law Association, a forum for discussion and education on the practice of State aid law.
